Tech Company Behind Kenya’s eCitizen To Build Mozambique’s Employment Portal
Webmasters Kenya Ltd, the technology company behind Kenya’s eCitizen platform, has signed a memorandum of understanding (MoU) with Mozambique’s National Employment Institute (INEP) to develop and maintain the country’s national Employment Portal.
The agreement, signed in Maputo, is aimed at digitising Mozambique’s labour market by creating a central platform that connects job seekers with employers while providing access to employment opportunities, vocational training programmes, internships and entrepreneurship resources.
The portal will be accessible through both digital channels and physical Employment Centres across the country. INEP, which operates under Mozambique’s Ministry of Youth and Sports, is leading the initiative as part of the government’s broader digital transformation agenda.

The signing ceremony was attended by Mozambique’s Minister of Youth and Sports, Caifadine Paulo Manasse, while Webmasters Kenya CEO James Ayugi announced the partnership on 10 July.
According to Kenyan media reports, Webmasters will deliver the platform as a donation valued at approximately $15.4 million (KSh 2 billion), although the company has not disclosed further details on the funding arrangement.
Mozambique’s government says the Employment Portal is intended to address growing labour market challenges by creating a single digital platform for employment services.

Government figures indicate that around 500,000 young people enter the country’s labour market each year. National unemployment currently stands at 18.4 percent of the active population, while unemployment among people aged between 15 and 35 reaches 28.8 percent, rising to more than 40 percent in urban areas.
Officials expect the portal to improve access to employment opportunities by bringing together vacancies, skills development programmes and self-employment resources within a single platform.
The Mozambican government said Webmasters was selected based on its experience developing and managing large-scale government digital platforms across Africa, including projects in Kenya, Rwanda, Somalia and Zambia.

INEP officials also noted that the system will be developed jointly with Mozambican technical teams to ensure it meets the country’s specific labour market requirements.
Webmasters is best known as the technology company behind Kenya’s eCitizen platform, which provides citizens with access to thousands of government services through a single online portal. The platform has become one of Africa’s most recognised examples of digital public service delivery, integrating government services, payments and citizen access through a unified system.
The Mozambique project marks another example of African-developed government technology being deployed beyond its country of origin, as governments increasingly look to proven digital platforms from within the continent to accelerate public sector digital transformation.
While the memorandum establishes the partnership, several implementation details remain to be announced, including the project’s delivery timeline, technical architecture and long-term operational model. The parties have, however, confirmed that the platform will be developed collaboratively with Mozambican technical teams and will support both online access and in-person employment services through the country’s Employment Centres.
Once completed, the Employment Portal is expected to serve as Mozambique’s primary digital gateway for employment services, supporting job matching, skills development and workforce participation as the country continues its digital transformation efforts.
