Liquid, Tanzania Government Align On Digital Transformation Agenda
Liquid Intelligent Technologies Tanzania has reaffirmed its commitment to supporting Tanzania’s digital transformation agenda following a high-level meeting between its leadership and Hon. Angellah Kairuki, Minister for Communication and Information Technology, in Dodoma.
The meeting, held on June 16, brought together Manish Govindji, Liquid Tanzania Chief Executive Officer and ministry officials to discuss how the company’s connectivity, cloud, cybersecurity, data centre, and digital payments capabilities can support Tanzania’s national digital development priorities.
The engagement comes as Tanzania accelerates implementation of its Digital Economy Strategic Framework 2024-2034, a long-term plan aimed at modernising public services, expanding digital infrastructure, strengthening cybersecurity, and enhancing digital sovereignty.

For the 2026/27 financial year, the Ministry of Communication and Information Technology has proposed a budget of approximately $84 million, with about 94 per cent earmarked for development projects. Key initiatives include expanding the National ICT Broadband Backbone, extending connectivity to rural and underserved communities, upgrading government digital platforms, and strengthening national cybersecurity capabilities.
Tanzania is also investing in public data centres in Dodoma and Zanzibar, expanding its national digital identity programme, which has registered more than 24 million citizens, and operationalising the Personal Data Protection Act through a dedicated regulatory commission.
Liquid said the discussions underscored a shared commitment to building a digitally connected Tanzania where technology expands opportunities for businesses, government institutions, and communities.

The company’s capabilities closely align with several of the government’s priorities, particularly in areas such as rural connectivity, local data hosting, cloud adoption, and cybersecurity.
The meeting also comes shortly after Liquid completed an $855 million recapitalisation and debt refinancing programme in April 2026. The transaction included a fresh equity injection from parent company Cassava Technologies and a Eurobond issuance listed on Euronext Dublin, strengthening the company’s financial position and capacity to invest in digital infrastructure projects across the continent.
With Tanzania pursuing an ambitious pipeline of digital projects, the strengthened financial position places Liquid in a position to support the country’s efforts to expand connectivity, grow local digital infrastructure, and accelerate digital service delivery.

The discussions highlighted the growing role of public-private partnerships in advancing Tanzania’s digital economy ambitions, as government investment and private-sector expertise converge to drive connectivity, innovation, and digital inclusion across the country.
According to Liquid, continued collaboration between government and industry will be critical in extending digital access to underserved communities, expanding cloud and data centre capacity, and ensuring the resilience and security of Tanzania’s rapidly growing digital ecosystem.
