Rwanda Establishes National Artificial Intelligence Agency
Rwanda has approved the establishment of a National Artificial Intelligence Agency, a major step aimed at accelerating the development, adoption, investment, and governance of AI to support the country’s digital transformation and economic growth.
The decision was approved during a Cabinet meeting chaired by President Paul Kagame on June 8, positioning Rwanda among a growing number of countries creating dedicated institutions to coordinate national AI strategies.
The new agency is expected to drive AI innovation across key sectors while providing a framework for responsible AI governance, investment attraction, and skills development.

The Cabinet approval comes as Rwanda continues to strengthen its digital economy ambitions through investments in technology, innovation, and digital public infrastructure.
Beyond AI, Cabinet also approved the draft budget for the 2026/27 fiscal year, with a focus on job creation, industrialisation, agricultural productivity, and macroeconomic stability.
The establishment of the National Artificial Intelligence Agency signals Rwanda’s intention to play a leading role in Africa’s AI ecosystem while leveraging emerging technologies to drive economic development and public service transformation.
