President Ruto Nominates William Kabogo As ICT CS
President William Ruto has nominated former Kiambu Governor William Kabogo to head the Ministry of Information, Communications, and the Digital Economy. The announcement was made on Thursday, marking Kabogo’s entry into a crucial docket that has seen three Cabinet Secretaries in less than two years.
Kabogo, who previously served as Kiambu Governor and as Member of Parliament for Juja Constituency, brings extensive political experience but lacks a background in the ICT sector. He replaces the current ICT Cabinet Secretary, Margaret Nyambura, who has been appointed High Commissioner to Ghana just five months after succeeding Eliud Owalo. This reshuffle makes Kabogo the third ICT Cabinet Secretary under Ruto’s administration.
The nomination, part of a broader reshuffle announced by State House Chief of Staff Felix Koskei on Thursday, aims to align government leadership with the Bottom-Up Economic Transformation Agenda (BETA).

“These nominations and appointments are part of the President’s strategic realignment of government operations to better address the needs of Kenyans,” Koskei stated.
The reshuffle, which has been submitted to the National Assembly for approval, is a move to optimize government performance and service delivery. Kabogo’s appointment will now face parliamentary scrutiny before his formal assumption of office.
This development underscores the President’s efforts to ensure efficient leadership in key ministries to drive his administration’s transformative agenda. However, Kabogo’s nomination has raised questions regarding his lack of expertise in the ICT sector, a portfolio critical to Kenya’s digital transformation goals.

As the country awaits Parliament’s decision, the Ministry of ICT’s frequent leadership changes highlight the administration’s dynamic approach to governance. Whether Kabogo’s political acumen can translate into effective leadership in the ICT sector remains to be seen.
