Digital is assumed to be clean. It isn't. Every new data centre draws power, every AI workload adds load, every fleet of devices becomes tomorrow's e-waste, and government, as the country's largest buyer of technology, sets the pace for all of it. As the country digitises harder and leans into AI, does the public sector's own footprint grow unchecked, or can it digitise and shrink at the same time?
Assume the early-warning system works: the drought is forecast, the shortfall flagged, the price spike visible, and people go hungry anyway. Where does the technology end in the gap between an accurate warning and a fed population? If the data saw it coming, whose failure is the hunger that follows?
