Kamanguya Quits After Court Reinstatement As ICTA CEO
Stanley Kamanguya has resigned from his position as CEO of Kenya’s ICT Authority (ICTA), just days after the High Court reinstated him to the role.
Kamanguya tendered his resignation over the weekend in a letter addressed to William Kabogo, ICT Cabinet Secretary. This followed a Thursday ruling by Justice Mathews Nduma of the Employment and Labour Relations Court, which reversed a previous decision by the ICTA Board to remove him, ordered acting CEO Zilpher Owiti to step down, and barred the agency from advertising or filling the position.
Kamanguya’s resignation ends a prolonged leadership dispute that stemmed from his reappointment by CS Kabogo for a fresh three-year term starting August 8, 2025. The reappointment was contested by the ICTA Board, which cited procedural irregularities, including a late submission of Kamanguya’s renewal application and an allegedly unlawful Board meeting to approve it.

On July 1, despite a court order issued on June 30 to halt any action pending a legal challenge filed by Kamanguya, the Board placed him on terminal leave and appointed Owiti as acting CEO.
Kamanguya resumed office on Friday following the court’s reinstatement ruling, only to resign shortly after. He has also withdrawn a legal case challenging CS Kabogo’s role in his attempted removal.
In his resignation letter, Kamanguya expressed gratitude to the government for the opportunity to serve, effectively ending his tenure at the helm of the ICT Authority.
