ICT Authority Appoints Jessy Kiveu Maruti As CEO
The Information and Communications Technology Authority (ICTA) Board has announced the appointment of Jessy Kiveu Maruti as its new Chief Executive Officer following a rigorous selection process and subsequent appointment by William Kabogo, Cabinet Secretary for the Ministry of Information, Communications and the Digital Economy.
In a statement issued in Nairobi on 13 February 2026, Board Chairperson Lily Ng’ok said Maruti’s extensive experience and proven leadership will strengthen the Authority’s strategic direction and institutional capacity as it advances Kenya’s digital transformation agenda.
The Board also expressed appreciation to outgoing Acting CEO Zilpher Owiti for her dedicated service during her tenure.

Maruti brings more than 18 years of experience in the ICT sector and public administration. He has reaffirmed his commitment to accelerating priority digital programmes while upholding transparency, efficiency and accountability in delivering the Authority’s mandate. ICTA is responsible for enforcing ICT standards across government, developing and maintaining secure ICT infrastructure, supervising electronic communications, and promoting digital literacy, innovation and enterprise.
The Principal Secretary for ICT and the Digital Economy, John Tanui, witnessed the unveiling of the new CEO, noting that he will oversee implementation of the Authority’s mandate and advance key national digital initiatives. Board members and ICTA senior management were also present at the event.
The Board, management and staff of ICTA congratulated Mr. Maruti on his appointment and expressed confidence in his leadership as the Authority works toward its vision of a digitally empowered society.

Ms. Owiti had been appointed Acting CEO in July last year pending the advertisement and competitive recruitment of a substantive CEO following the removal of Stanley Kamanguya by the ICT Board.
