Amb. Philip Thigo Named In Apolitical’s 2025 Global AI Governance Leaders
Ambassador Philip Thigo, Kenya’s Special Envoy of Technology, has been recognised in Apolitical’s 2025 list of Global Artificial Intelligence (AI) Governance Leaders.
Thigo, who plays a pivotal role in shaping the nation’s digital policies and international technological engagements, was named on the list for advancing global AI governance discussions. In his capacity, he advises on data innovation and open government, influencing Kenya’s approach to AI and digital governance.
Thigo’s advocacy is rooted in his belief that AI should serve humanity in ways that are secure, inclusive, and fair. He has been at the forefront of shaping ethical, inclusive, and sustainable AI policies not only in Kenya but also globally.

In 2024, Thigo played a key role in adopting the United Nations’ first-ever AI resolution, strengthening Kenya’s influence in global tech policy. He also led the creation of Kenya’s first national AI strategy, positioning the country as a leader in AI-driven public service transformation.
In October 2023, Thigo was appointed to the United Nations Secretary-General’s High-Level Advisory Body on Artificial Intelligence, contributing to global AI governance discussions. As the Executive Director for Africa at the Thunderbird School of Global Management, he leads initiatives on the continent’s participation in the Fourth Industrial Revolution. Thigo’s expertise spans digital governance, financial inclusion, and technological innovation, enabling him to shape AI policies across various sectors.
